Responsibilities

This position reviews complex compliance research and regulatory analysis in order to monitor regulations and support business operations according to project plans and process standards. This position ensures compliance of agency and company licensing guidelines, procedures, and programs. This position will oversee projects that are complex and require significant expertise in insurance and compliance. This position is responsible for interfacing with the claims, compliance, sales and product departments to assure licensing requirements are maintained for all business relationships. This position will also be responsible for working market conduct examiners to review compliance with licensing laws.

 

Essential Job Responsibilities

  • Assists in the analysis of the company's regulatory compliance posture and the development of control recommendations. Consults with product management, claims and sales management to keep field abreast of changes in business strategy and/or processes.
  • Develops detailed process steps and documentation to provide guidance on agency appointment workflow and state regulatory compliance with all agent and adjuster licensing laws. Ensures that all field sales personnel are adhering to all departmental and regulatory compliance processes.
  • Manages a staff of direct reports who are responsible for day to day administration of licensing and appointments processes.  Ensures adherence to designed workflow processes, policies and procedures.
  • Reviews recent proposed activities by regulatory agencies to determine potential impact on company operations, particularly agent and adjuster licensing.
  • Reviews regulatory and legislative changes impacting licensing, and following up with appropriate areas to ensure required changes are implemented.
  • Responsible for assuring all appointments and terminations are performed in accordance with state laws and company policy.
  • Consults with business groups on strategic compliance initiatives and works with the compliance function to provide compliance perspectives and develop strategy to reduce any potential compliance risks.
  • Balance compliance need with business and company strategies and create a department culture that instills team values and emphasizes empowerment of individuals meanwhile pursuing the most cost effective strategies.
  • Tracks and logs law changes regarding licensing and updates policies and procedures to assure compliance is maintained. 
  • Provides recommendations of means to improve compliance controls, conducts analysis and creates reports to help improve the compliance of the business with respect to agent and adjuster licensing.
  • Responds to and follows up on criticisms pertaining to licensing discovered in market conduct examinations and agency/carrier audits.
  • Makes recommendations on any agent litigation process with the assistance of the compliance, claims, sales and operations. Monitors complaints for trends and provides reports as needed to senior management.
  • Knowledgeable of current state and federal regulations and legal requirements relating to records retention.
  • Responsible for the overall design, management and oversight of the company’s record retention program applicable to agents and adjusters, including the development and implementation of company policy and procedure to ensure compliance with all applicable regulations.
  • Works directly with appropriate personnel for licensing initiatives to understand, develop, define, create and maintain project concept, objectives and approach including estimating time requirements, establishing deadlines, monitoring milestone completion, tracking all phases of the project product/service lifecycle, providing timely reporting of issues that impact project progress, coordinating actions, and resolving conflicts.
  • Conducts project meetings to review project deliverables and deadlines.
  • Provides single point of contact for assigned projects and works with appropriate personnel to allocate personnel time to project tasks and to track progress of their work.
  • Other duties as assigned

Qualifications

  • A minimum of 5 years of related work experience in an insurance company required.
  • Experience working with the state and federal legal and regulatory agencies including legislative review, analysis and reporting preferred.
  • Deep technical knowledge of insurance products, processes, systems and services. Knowledge of sales, underwriting, claims and contracts preferred.
  • Experience developing and maintaining underwriting compliance programs and procedures preferred.
  • Experience working within a legal or compliance-related department (preferably within an insurance company).
  • Demonstrated history of establishing relationships with state insurance department personnel and examiners.
  • Experience handling corporate licensing and other functions related to the operations of an insurance company preferred.
  • Strong leadership, project management and relationship management skills required.
  • Ability to work effectively across multiple levels within the organization required.
  • Advanced skills in Microsoft Office applications required.
  • Proficiency with spreadsheets, database applications and document management
  • Software required.
  • Proficiency with software, including Nils, Serff, SIRCON and internet research preferred.
  • Some travel may be required.

 

Education Requirements

  • BA / BS degree in business or related field preferred.
  • Paralegal or law degree preferred.
